Howard Marlowe

President


Howard Marlowe has over 36 years of experience as a coastal advocate for state and local governments on projects, studies and policies related to the nation’s water resources. He leads Warwick Group Consultants which specializes in the policies and procedures of the US Army Corps of Engineers as well as other Federal agencies who provide technical and financial assistance related to coastal resilience. As a recognized expert in coastal resilience, he has appeared on CNN, CBS-TV, Bloomberg TV, and many other media outlets and has been the subject of articles in The New York Times, The Wall Street Journal, Bloomberg BusinessWeek, The Washington Post and more than two dozen other publications. Mr. Marlowe is a graduate of the University of Pennsylvania’s Wharton School of Finance and Commerce as well as New York University’s School of Law. Currently, he is also a member of the Adjunct Faculty at the George Washington University’s Graduate School of Political Management.

Dan Ginolfi

Director of Coastal Resilience & Policy Advisor


Dan Ginolfi is the Director of Coastal Resilience for Coastal Strategies. He is responsible for business development, managing day-to-day operations, research, client engagement and coordination of resilience initiatives. He currently serves as a consultant to the Army Corps of Engineers' Institute for Water Resources and has also worked as Policy Advisor at Warwick Group Consultants. Dan co-authors the firm’s water resources policy and current events newsletter, WaterLog. Dan also serves as a lead researcher on innovative water resources solutions in energy and finance. He is a graduate of James Madison University and has a degree in Engineering. His focus is on systems engineering, environment and sustainability.

Massimo Ciarla

Strategy & Operations Consultant


Massimo is a professional engineer with more than thirty years of experience in executive board and managerial positions. He has held positions as President and Executive Chairman of Maccaferri Inc. the Amercian subsidiary of Maccaferri, a worldwide leader in soil stabilization, soil erosion and sediment control, soil retaining structures, coastal protection works and mining solutions. Mr. Ciarla is fluent in English, Italian and Spanish. He holds a MSCE PE Degree in Civil and Hydraulic Engineering earned from the Department of Engineering – University of Rome (Italy) in 1975. Mr. Ciarla is a member of the Italian Professional Engineering Association, Rome region, since 1978. He is an ASCE Associate, a member of the International Erosion Control Association which he served as a President in 1989-90 and a Council Member of the Geosynthetic Material Association.

Leslea Meyerhoff

AICP, Senior Environmental & Planning Consultant


Leslea has 18 years of experience as a CEQA and NEPA practitioner and an environmental planning and regulatory specialist. Ms. Meyerhoff has experience working with both public and private sector clients, and has served as the Project Manager for numerous complex CEQA and NEPA projects. Primary responsibilities have also included obtaining federal, State, and local regulatory permits. She has spent the majority of her career as an environmental consultant and early on worked as a legislative aide for a state and a local official on land use and environmental policy matters. Ms. Meyerhoff has managed primary infrastructure projects including water supply and delivery projects, power stations, transmission facilities, roadway and transportation projects, solid waste facilities projects, shoreline protection and beach restoration projects, lagoon restoration efforts, and master planned and resort communities.
